Russia has massive logistics problems. Worse than they had in Afghanistan and it's bogging them down.

Lesser equipment, "undesirables", to lead the attack, once resistance has been reduced, send in the front liners.

I'm sure that's a tactic suited for modern warfare from an advanced military. I think their goal was rapid victory, but it failed and now they are using whatever they can.

The Chinese would send massed troops, poorly supplied, into battle, hoping we would run out of ammo before sending in regular hardcore troops. The V.C. were used to harass/bleed our troops, dying in the process, so the NVA would have more control. Why would Russia call for troops that are going to take upwards of a week to arrive, and not use the forces that are located closer to the battle. Logistically unsound, unless you have other intentions for those troops. Just my $.02. I'm not a general, nor do I play one on TV, but history does occasionally teach us a few things.
