But yeah when the goal posts keep changing, it helps to change subjects.

However, the second statement also suggested that Russias security concerns should be seriously considered, and President Cyril Ramaphosa on Feb. 25 urged the UN to do more to mediate.

Both China and Russia have been heavily involved in Africa and South America for decades as a foil to U.S. investments in other parts of the world. China has supplied workers and expertise in construction and the breakup of the Soviet Union resulted in a more benign configuration of countries in Eastern Europe. And along with "glasnost", and more importantly, "perestroika", you had quite a bit of maneuvering in the late '80s/early-'90s period when it came to carrying out new trade opportunities and associations.
Many of the countries in South America and Africa have leaders (and/or former leaders) who have been (or still are) sanctioned by the U.S. for their human rights issues, and since they also have struggled to gain some kind of market share for their goods and services, they were able to get a "buyer" of what they had to offer, via Russia.

If you want to look at the totality of what has been done and by whom, you can see the relative strength of the economies of the countries that imposed those sanctions vs that of Russia (the carve-out for which can be found over in the "green" section next to the word "Europe" ) -
ETA a note that I ballparked at least 38 countries that have imposed sanctions, hardly a "tiny percent" - more like over 25% of them - and that is with just a quick look up of news articles.

(31,805 posts)Countries like India, China, Brazil, Mexico, Pakistan, Israel, Iran, etc. I guess you consider that to not count as "the world". I look at what countries actually do or don't do -- not at meaningless UN resolutions.
Russia publihed a list of nations "unfriendly" to it. They list Australia, Albania, Andorra, United Kingdom, including Jersey, Anguilla, British Virgin Islands, Gibraltar, the member states of the European Union, Iceland, Canada, Liechtenstein, Micronesia, Monaco, New Zealand, Norway, Republic of Korea, San Marino, North Macedonia, Singapore, USA, Taiwan, Ukraine, Montenegro, Switzerland, Japan. They obviouly don't care about a UN vote.

(127,319 posts)But I am glad you finally started looking it up. And as I noted, there are 27 members of the EU. So with the 25 you list + 27 from the EU, right there you have 52 countries.
You can even add what I dub the "Caribbean Switzerland" - the Cayman Islands - to the list of those who imposed sanctions - https://jamaica.loopnews.com/content/cayman-imposes-new-sanctions-against-russia-1
You also have fallout where countries continuing to attempt to do business with Russia can't get their stuff there unless they have the resources (transportation) to do so, thus they become defacto participants.
