NATO--not sure they even need that. Finland isn't in NATO, Sweden isn't in NATO. Ukraine can have an absolutely kick-ass defense force without joining.

Ukraine can be fortified to the teeth, and the terms of the negotiation can include a security guarantee from other nations to aid Ukraine if Russia should invade again. Just not NATO. It's the big sticking point for Pooty.
