They are distributed and changes are made by consensus. Exchanges are another matter, and when you hear of bitcoin being "stolen" it's almost always that an exchange, which is not itself part of the crypto blockchain, got hacked, or that the user got careless with their password giving the thief access to transfer the funds to a new wallet.

TD Am can't force buys, but responds to the market driven by, (in this case), a worthless tanking RU trade.
