after the famines of the 30's, they hated the Soviets and many of them greeted the Germans like liberators. Several divisions of UKR troops signed up to fight the Soviets. Ukrainian civilians though, once they realized that the NAZIs were no better and maybe worse than the Soviets were, formed partisan units that made vast swaths of their territory unsafe for unarmed Germans to travel through.

Of course, after the war, Stalin didn't trust the partisans and punished many of them even further.

Ukraine was screwed by both sides in WWII.
