Afraid of pissing off Russia.

Are they blind?

Don't they realize that their turn may well be coming?

The denial could be a cover. Change the markings to UKR and no one would be the wiser.
The trick is to get the jets INTO Ukraine...

Without pissing off Putin too much.

I'm sure Poland is more than aware they or the Baltic states are next if Ukraine falls.
