Russia has a history of using chemical munitions and arguably has the most expertise in chemical warfare.

While chemicals are lumped in with biological and nuclear a weapons of mass destruction, chemical warfare seems to be more tolerated by the governments of the world.

I have no idea how to make a biological weapon but I'm quite sure most of the components have plenty of uses other than exclusively for biological weapons.
