One was Ukraine and probably more of Europe, but the second was to absolutely destroy democracy in the U.S.

the Russian destabilization agenda (for all of western democracy, but particularly the U.S. and NATO) is longstanding, and is only tangentially related to Ukraine. Borders and land acquisition are kind of in a separate chapter of Putin's book.

Biden was inaugurated less than 14 months ago & the election was under 17 months ago.
The author must use a different calendar than the rest of us.

but it does present a nice contrast - corpulent, swinish, pig ignorant thug (in ill fitting pull up pants and matching jacket) vs the other guy - who looks like he might possibly have dressed himself that morning - and occasionally entertains a productive thought. (most likely about salvaging democracy in the east)
