(86,567 posts)Creating a safety hazard on a designated high speed roadway. If you are, especially in a commercial vehicle for which there is a whole book full of laws that apply only to them, traveling at less than 10mph below posted speed for no reason other than willful protest, you'll get cited. And it is usually not cheap. I hope they all get tickets and then some, flaming imbeciles.

(86,567 posts)In all states, supersedes state/local laws if there are any. Creating a hazard, it's a thing with large vehicles. Regardless of which jurisdiction it occurs, ICC laws apply to all commercial vehicles and any driver willfully creating such a hazard is in violation of that law.
Attempting to shut down a roadway to the capitol should have special additional rules to cause great suffering to those who engage in such activity.
Blocking traffic is a relative thing; I have closed downtown Manhattan streets as well as streets in other cities with my 80ft truck in order to deliver or receive freight, that is allowed because I was conducting business, if I were simply driving on the beltway or any other Interstate (federal roadway) at 30mph just because I felt like it and as a form of protest... not legal, period.
