Why isn't Trump being sanctioned?

He has close ties to Putin. If the UK sanctions Roman Abramovich for his ties to Putin, then why doesn't the US sanction Trump? I don't see much difference between these two.

legal proceedings. Fourth Amendment. On the international level, however, it is more easily accomplished.
