Unlike the other oligarchs, at least he has the option (the crew has the option) of sailing the expensive hole in the water, rather than wasting fuel. That greatly increases its range.

These oligarchs are going to start missing their expensive toys, especially with spring and summer approaching. Where will they take the young girls they buy for their "pleasure cruises" (their pleasure, not the women).

$600,000,000 is an obscene amount of money to spend on any type of water craft. Think of the good that amount of money could do for the people of Russia.
