1. Every congressional district shall be drawn using straight north-south or east-west lines, or existing county, city or state borders.
2. The purpose and intent of this amendment is to forbid the practice known as gerrymandering, or drawing district boundaries in such a way as to achieve partisan advantage for one political party over another.
