I am amazed that we have extra billions of dollars readily available...

I am pleased we are helping UKR, that is not my point.
It is curious how we have all this spare money suddenly, when we can't do things domestically because it "costs too much" and "how will we pay for it?".

It is confusing to me. Is it to anyone else, or do you understand it?

else for our country it's the same BS about how are we going to pay for it. How many trillion did they
find for the pandemic. How many trillion for a tax cut for the rich. Tax credits for children, they worry about
the deficit.

We keep printing money. One day we might run out of ink. However, we have no choice in this money to Ukrainians.

who spent most of their working career caring for children/family members so are receiving $650 a month...

They get an annual budget with includes O&M and various contracts. The way it’s set up they can only spend the money they have for a given year within that years. Of course some contracts are multi years. They can’t carry left over funds into the next year so they have ways of doing that. And they can cancel some contract and move the funds elsewhere within given parameters. Remember when TFG cancelled some military base improvements and moved that to fund his border wall? There’s lots of rules but DOD has more flexibility than most other depts. I don’t know if that billion they are talking about is from the DiD budget or something else.

All the DOD is famous for making sure they spend every cent they get because they fear if they don’t their budget will be cut the following year. As a mater of fact we were told to shoot for 105% expenditure rate to make sure we used it all. I’m sure there is money there, just has to come out of the right pot.
