Ukraine got it's independence 8/24/1991.

While right-bank Ukraine belonged to the Polish–Lithuanian Commonwealth until late 1793, left-bank Ukraine had been incorporated into Tsardom of Russia in 1667 (under the Treaty of Andrusovo).

17 % of Ukrainians are Russian
The vast majority of people in Ukraine speak Ukrainian, which is written with a form of the Cyrillic alphabet. The language—belonging with Russian and Belarusian to the East Slavic branch of the Slavic language family—is closely related to Russian but also has distinct similarities to the Polish language.

And since when does a 17 percent ethnic minority qualify as two countries being indistinguishable?
