several VPNs. Also, the video itself probably originates from one location and is being distributed from another then going through several VPNs. They could also be using a point-to-point microwave system to transmit the feed over the air to the distribution point. That would make it very hard to locate in the time needed to do anything about it. Human intel would be much better here.
