I know it galls him, but there are distinct ethnicities that were made Republics by the Bolsheviks, and it's only natural that they'd want to escape Russian oppression, particularly that of Putin's Kakistocracy, and establish real independence. That there are many ethnic Russians in those nations just shows how Russia tried to erase their identities with Russian emigration (and relocation).
No one is trying to change the borders of Russia - it's Russia asserting that it's borders are drawn wrong.

Of course, that's impossible now, and I think he knows it. He won't get the already-in-NATO Baltics back, for one.
I don't think he actually wants the Central Asian nations - too Muslim.
The Caucasus, though? Maybe.
Belarus? Definitely.
