FYI: The Arsenalna metro station in Kyiv is 350 feet below ground.

Ukraine's capital was 'renovated' during the Soviet Era to hold out against a nuclear attack. So, whatever bunker complex the President's Office been moved to should certainly be safe from conventional warfare, however intense.
