The CIA is typically everywhere that there is some kind of American interest abroad. I would imagine that all of that good intelligence that Ukraine has been getting on Russian forces came from them and the intelligence gathering agencies of other countries.

I'd imagine there's a cell or two located in most of the secondary world powers that have even a tertiary connection to US interests.
