Conspirators trying to get away after conspiracy discovered?
Just some folks trying to leave Russia and going east because European air space closed?

Could be gov officials on business. Could be Putin being paranoid and moving potential threats away from him and separating/isolating them. Could also be them evacuating from Moscow and scattering so they aren't all in one place.
