1. They are worried.

Latvia, Lithuania and Estonia are concerned about their futures as independent nations. Putin has said that he does not recognize as legitimate the agreements that made them sovereign in the first place. He wants them back in the fold, mainly due to seaport passage. They think he will come for them next.

Perhaps he will not be so rash next time.
