the existing military - they are not mutually exclusive at all. Main reason being universal healthcare would cost no more than the current cost inefficient US medical system.

was surprised when an older woman said that she has enough to get by in Russia. She also said that her healthcare was half of her expenses. Most of the Russians interviewed said that Putin gave them more to live on than previous leaders but what they thought was good is really not so good, just better than before. I guess they don't get good healthcare under Putin either.
