That's the impression I've been getting from some pundits and repuke politicians. I'm just an ordinary guy sitting on the couch watching the Hawkeye women's basketball team. So I'm no expert on the media, but it seems to me that if putin is a war criminal, as he seems to be, then he needs to be called a war criminal. Bombing churches and day care centers with kids most assuredly is just plain evil. And he needs to be held accountable. If it takes the President of the United States to say it, then so be it.
It is just bizarre to think that we should care about "hurting putins feelings" after what he's done.

If the POTUS says it, it has a different impact. It's a rhetorical escalation that Western Diplomacy has been loathe to take previously. It COULD close off diplomatic avenues by hardening Putin's feewings. In theory.
Personally I don't think it matters much, but it's the kind of thing DC journos like Tuck Choad and Discussion-Panel talking heads love to tut tut about.

It does however have practical diplomatic implications in that it limits possible avenues for a negotiated settlement or cease-fire etc.
It also has legal implications re potential future World Court (International Court of Justice) proceedings AFAIK.
