It took me longer than it should have to figure out what you were referring to. I sincerely doubt this date has the significance you want it to have.

Thinking along the lines of supply issues, and perhaps a need to reverse the flow to a now crippled state, could the people of Russia suffer like the soldiers of WWII did in a brutal winter? So maybe looking for certain combinations brought it up. It didn't come up with a search for Upton Sinclair, and he ran as a socialist.
