Putin and his government have repeatedly accused Ukrainian forces of using civilians as human shields, and we know Putin accuses others of what he's planning to do.

They're apparently kidnapping enough Ukrainians to hold them captive at almost every military installation in Russia that Ukraine (if it can get long range weapons) or NATO might strike.

There have been wide spread reports of many abuses already. One was of using children in one hospital and other civilians as human shields. They are taking away people’s phones and devices which makes it harder to document.
