Always, ALWAYS, report any misconduct by a police officer. Even if you feel it did nothing, because every report matters. When the brass, chief or sheriff, starts getting reports on THAT cop it adds up and becomes a problem for the brass. They know that and don't want the department to come under investigation. That is the problem for the brass and they know it. It can be their job on the line. Unless this type of behavior is reported, they won't know.
