Or is this another one of those possible infractions of the law where a prosecutor has to peer into the soul of the perpetrator and determine whether he actually intended, deep in his heart of hearts, to commit a crime?

It's possible to have more than one passport, but like drivers licenses, they aren't valid when revoked.

Of course, if it was revoked he would have been notified to surrender all passports in his possession.

So he knowingly did not surrender a passport, and then tried to use it to leave the country.

Probably a fistful of laws broken there.

But you don't actually present your passport to customs to leave. You show it to the airline. It probably takes time to be uploaded and checked.

He is not guilty of any federal crimes before his pardon as a result. He hasn't been charged with any since.

So why was his passport revoked? Under what grounds?

Makes you wonder.......

You have the same freedoms as everyone else.

There are a limited number of reasons a passport can be revoked, but being called a criminal on the internet isn't one of them.

The irs can have it revoked if you owe them money. A judge can order you to surrender your passport and not leave the country.

The state dept can revoke it if you have been indicted or convicted of a felony. But once pardoned, you are no longer guilty, though the conviction may still stand.

That may be why it was revoked. He had been convicted before his pardon. Or it could be a new indictment we don't know about.

Is he under indictment or some other order not to leave the country? I'm honestly asking, I don't know. Why was his passport revoked? I guess it just bugs me that he was stopped from traveling when I don't know of any reason why he shouldn't be permitted to leave. Yeah, he's a nasty guy, but if not under some form of arrest I would prefer he just leave and not be permitted back.

Why would you know why?

As for why jail him, he will be a material witness in one of the most important cases that has ever been tried in this country.

Essentially what you don't know is irrelevant, it seems to me, just like it would be for me. Revocation of a US passport is serious business. It is not done on anyone's whim.

In fact, the IRS can revoke a passport. He might have a physical paper passport, but the revocation is posted electronically for all to see. Manafort was convicted of tax fraud. Charges were tax fraud, tax evasion and money laundering. I would presume he's still under investigation for that and other crimes. We should not want him traveling around stirring up more trouble than he already has.

Once your passport has been revoked, you must go through a process to make it valid again. You can find a description of that process at the link below:

If your State Department appeal of the revocation is not approved, you can still sue in Federal Court to have it reinstated. Apparently, Paul Manafort has either not appealed the revocation and has not taken it to court, if his appeal was denied.

His passport was revoked upon his conviction, or before his trial. The Presidential pardon does not automatically undo that revocation, apparently. Without reinstatement, it remains invalid. So, there's your answer.

He's been laying low and he doesn't want to get subpoena'd, I'm sure.

Now that he tried to use a revoked passport, he's got a new charge to worry about, and Chump can't pardon him.

That would take serious pull at the state department....

You can't forge a us passport. The rfid chip is encoded with biometric data and can be quickly compared with systems of record. They have to be issued.

Getting a new one under a false name would be really hard. You would need a lot of documentation the gov could verify.

Using someone else's passport who looks like you would also be difficult, though it might work to leave the country.

Getting a fake Russian passport might be easy, but there would be no record of him entering the country which would raise red flags.

I'm sure Russia could figure out a way, but this was a stupid man thinking he would get away with it.

You DO need to show one at check-in, and again at the boarding gate. I’m frankly surprised he was issued a boarding pass.

As for Dubai, once he had made it there, Manafort would probably have been welcomed with open arms by Dick Cheney and Halliburton, who moved their HQ there after Cheney left office.
