3. She is tying to point out that CONGRESS is responsible for the laws governing sentencing.

What she believes about sentencing is really not the issue, it's what she does with the laws that CONGRESS has passed to be used by judges. Half of the Congress and mostly GQP members would be in jail for watching child porno if they were monitored and tried for that. It's almost as though Lindsey thinks viewing child porno on line is worse than committing actual child sexual abuse. Perhaps the CONGRESS, led by Lindsey Graham would try to pass a law that makes porno viewing a capital offense?
