BTW, Cruz looked almost this bad when reciting Dr. Seuss on the floor of the Senate.

Every question or statement he posed ("Please state your name for the record, and spell your last name, please" ) would be met with stony silence for 30 seconds or more before the guy would give his answer. By the noon break, the attorney hadn't gotten to even a quarter of the questions he wanted to ask.
This might be the technique to adopt, though, for these kinds of grandstanding hearings. Let the boors go on and on, and when they finally run out of gas, just sit for 30 seconds or so before beginning to answer. Run the clock on these idiots, and if they get pissy about the pauses, just say, "I simply want to be sure you are done with your question, Senator. I will respond to your comments now, if that's all right." "Go ahead, please." [30 seconds of stony silence]
