Cruz is using the shameless and deplorable technique known as the Gish Gallop!

Wikipedia: Gish Gallop

The Gish gallop is a rhetorical technique in which a person in a debate attempts to overwhelm their opponent by providing an excessive number of arguments with no regard for the accuracy or strength of those arguments. The term was coined in 1994 by anthropologist Eugenie Scott, who named it after American creationist Duane Gish and argued that Gish used the technique frequently when challenging the scientific fact of evolution.[1][2] It is similar to another debating method called spreading, in which one person speaks extremely fast in an attempt to cause their opponent to fail to respond to all the arguments that have been raised.

They just can't deal with a female of any color who is smarter, nicer, and more accomplished than they.

I didn't know there was a term for it.

As many times as I've witnessed this technique, you'd think I'd know.

Now I do!

BTW, Cruz looked almost this bad when reciting Dr. Seuss on the floor of the Senate.

Both Cruz's behavior and the Senate's false sense of decorum which forbids honesty.

The Senate should be disbanded, the founding fathers got it wrong, it sucks.

proposal is bogus.

Truth-tellers do not need to conceal that truth with a verbal smoke screen. The implicit prologue to these gallops is: "I don't have anything relevant or meaningful to say, so----".

He told me about a deposition he took of the opposing party. Every question or statement he posed ("Please state your name for the record, and spell your last name, please" ) would be met with stony silence for 30 seconds or more before the guy would give his answer. By the noon break, the attorney hadn't gotten to even a quarter of the questions he wanted to ask.

This might be the technique to adopt, though, for these kinds of grandstanding hearings. Let the boors go on and on, and when they finally run out of gas, just sit for 30 seconds or so before beginning to answer. Run the clock on these idiots, and if they get pissy about the pauses, just say, "I simply want to be sure you are done with your question, Senator. I will respond to your comments now, if that's all right." "Go ahead, please." [30 seconds of stony silence]
