Local governments in Florida rarely declare states of emergencies. Miami Beach, using the standard of clear and present danger of a riot or other general public disorder, has previously employed such declarations for hurricanes, a global pandemic and the catastrophic collapse of a condo tower in neighboring Surfside. So the decision to elevate spring break crowd control into a community emergency has earned quick backlash from critics who charged that city leaders are overreacting, again, to large mostly Black crowds that have mostly been peaceful so far during this years gathering.
The only emergency is that Black people are on the Beach, said Stephen Hunter Johnson, a member of Miami-Dades Black Advisory Board, adding: I dont understand how this town has been doing spring break for at least 25 years and cant figure it out. Michael Grieco, a state lawmaker and former Miami Beach commissioner, also said the step was heavy-handed: The state of emergency is an abuse of governmental power, and it scares the crap out of me.

(94,502 posts)Miami Beach Police said officers arrived in the 700 block of Ocean Drive after reports of gunfire in the area around 1 a.m. Monday.
Police found two women suffering from gunshot wounds in the area. One woman, who was not identified, was transported to Ryder Trauma Center with non life-threatening injuries.
We heard the shots, they ran across the street, and see them fall and I pulled out my gun to see what was going on, said Lo Mills, who witnessed the shooting.

Whether it's white or black instigators, and whether they're residents or visitors, there's been a significant uptick in violence.

(26,068 posts)Fentanyl, given to the two NC college students who are charged with her murder for giving her the drug. They sexually assaulted her while she was passed out, which is vile, but it isn't the same as "raping her to death."
And, it was all over the press down here and in Greensboro, and racist fucks roared with KKK glee the fact that two black men raped an "Aryan." It was all so horrible.

You choices are Texas, Mississippi, Alabama, and Florida. I left out Louisiana because of the requirement for a nice developed beach area.
Georgia and South Carolina are possibilities...
None of those places are going to be exactly welcoming to young black people at their beaches.

(5,524 posts)I know this community well. I lived there many years ago and still have some ongoing projects in the area.
The curfew came about after some shocking violence but it was the straw that broke the camels back. Spring break crowds have been out of control for decades but the post covid rebound has been even worse. Add guns to the mix and Miami Beach said "enough"
In truth, everyone hates spring breakers. The hot spots routinely move around because the cities get so fed up with them that they change the rules to move them along somewhere else. The crowds in Miami Beach have included more people of color in recent years but that isn't the issue. The kids are just out of control after being locked up for several years. The City did what they could to control them and it five people still ended up in the hospital.

(4,238 posts)A conference I regularly attended was held in Florida in March, and we would spend a few days in Miami afterwards. Can't say I blame the city for taking this action. We witnessed one too many brawls, and there was also a shooting (though we were outside of that area at the time.) This isn't a case of some rambunctious partying, it's violence that shouldn't be tolerated.
