1) Russia sets the stage for at least a partial withdrawal.
2) Russia reasserts it's right to use a tactical nuclear weapon in Ukraine.
What's the liklihood that these items are connected? As in: move Russian troops as far as possible from the target strike zone.
Or, is it just to get us to *think* that is the intent?
Either way, it smells like terrorism to me. Putin is a bully and thug who needs to be eliminated from the world stage.

President Biden is taking an important lead in calling Putin a LIAR - publicly and emphatically. A LIAR.
