They constantly told him how powerful he (and the Russian military) were. He fired the head of the army (forget his name) who booted the corrupt cronies out of the procurement business. He had tried to build an army that was well trained and effective. When he was gone, it went back to the way the rich oligarchs wanted it.
So now that Putin has put his military on the international public stage, he looks foolish and weak. His own doing.
