10. Don't Buy It!

First, they couldn't care less about those rules. You & I agree they exist. They refuse to acknowledge it.
They can report $103 million inflow, but if they ignore the rules, all we know about is what came in. Where it goes from there is anybody's guess. I'm guessing it's covering interest on debt.
Second, they haven't stolen billions. If they had, the value of the TO wouldn't have tanked, his still artificially high Forbes net worth wouldn't have plummeted, and the continued grift to cover debt payments. (Forbes is still ignoring $420 million in debt to Saudi Arabia & $390 million to China. And we don't know how much was lent by Russians.)
The "warchest" and rallies are a financial necessity & has little to do with running a campaign.
