While this appears to be positive, Russia has continually lied about everything in this conflict, so it should be looked at skeptically, however, the price of oil has dropped some on this news

So pretending they're withdrawing willingly would be totally in character for Russia.

What I think is what it will take is a DMZ between Russia and Ukraine near the disputed territories and for Ukraine to agree to give some more delegates in their government to that region that had some separatists. As well as Ukraine agreeing on neutrality. Crimea will stay with Russia.
