Just like TFG did, but its a way of denying any responsibility for their failed actions. Just put out pr claiming they didn't know , then blame others. They both instill fear in the people around them so they won't tell them the truth , to use as a excuse . They both attack anyone not telling them what they want to hear, while praising those that lie to them. Its deniability. This is a planned strategy.

No, if need be, the PR will be put out that corrupt officials already under arrest (or will be by time PR is released) did X or Y but dear leader putZ is on top of the situation and despite it the glorious Russian military is meeting its goals in the little operation in Ukraine.
In fact, a couple or a few high officers and officials in FSB and Defense and the military are already under house arrest from about three weeks ago.
putZin's PR is always about him being macho and in control and guiding the nation.

They end up shielded from the truth because nobody responsible wants to get shot for failing and nobody else wants to say it because the responsible people will take their anger out on the truth-teller.
In a corrupt authoritarian dictatorship, niceties tend to get lost in power struggles. The extreme pressure from the top makes underlings squirm and seek cover any way they can.
