IMO, you might be citing the LCS Freedom class ships still in commission.

Which were meant to scout the littorals, dock in ports too shallow to take a traditional Navy ship, etc.

But now that we are back to potential near-peer competition, those ships are viewed as expensive luxuries given the need to upgrade them if they need to fulfill missions.

So... shrink the Bosphorus??
