Don't try to read too much (or, indeed, anything) into who is "on" or "off" the list. There's no rhyme or reason. Hell, the sanctioned list even includes non-voting delegates, like Eleanor Holmes Norton of DC.

Everyone assumed there would be 37 members on the non-sanctioned list. The reason for the disparity is the names on the sanctioned list include a couple of non-voting delegates such Eleanor Holmes Norton of DC.

Which basically tells you all you need to know -- there was no strategy in who was put on the list or left off. Just Russian nonsense. (Although there still seem to be a few DUers who think the Russians had some master plan in putting together the list).
