In my opinion, one of the best ads the Democrats could make in the next election....

...has already been made.

All the Democrats need to do is run it over and over until every Republican in the nation has seen it at least a dozen times.

You have to net it down to 30 seconds.

...they would not make an ad with the entire 20-minute speech.

But they could get a good one with the first minute.

I think it would be the most effective way to run against the insurrection.

Straight from Mitch McConnell.

When Mitch talks, Republicans listen.

We need many such speeches/eggs in our basket, - to appeal to all types along the many spectrums.

[Hopefully, prosecutors have much more than we have seen].

We need to run pointed ads showing their hypocrisy, side-by-sides. A message that follows suggesting “Confused? So are they. Dems aren’t confused, here’s what they stand for:…”. The concept of confusion would be a good attack fulcrum for us; it displays their hypocrisy without being perceived as too hostile.

A quick search turned up this for the House:

Coverage of House Floor and Committee Proceedings.  Broadcast coverage and recordings of House floor proceedings may not be used for any political purpose under House Rule 5, clause 2(c)(1). In addition, under House Rule 11, clause 4(b), radio and television tapes and film of any coverage of House committee proceedings may not be used, or made available for use, as partisan political campaign material to promote or oppose the candidacy of any person for public office.

My search didn't show a comparable result for the Senate, but I assume they have similar rules.

I assume that would only apply to those serving in the House or Senate?

Otherwise, they would prevent the media from showing it.
