6. Because red line from a rational actor is easy to predict

The problem with predicting crazy actors like Putin is that their red line can shift and often aren’t all that rational. They are constantly trying to test and stretch that red line.

Whereas, a rational actor like US or NATO would worry about the impact of using such force and we try our best not to ever be force to cross that red line.

He's got generals getting killed every week.
He's got oligarchs "committing murder-suicide" every day.
His economy is crashing.
His army is being proven destructible.

I don't think he cares about any of that, anything outside his fevered brain.
