If that's a quote from Putin it's worrying as that sentiment not just borderline insanity, it is insanity.

Has Putin slip over the edge into a mental state where if he doesn't get what he wants, there's not longer any reason for living so nuclear war makes sense?

Those Kremlin higher-up need to get busy and get his crazy ass off to a country dacha...perhaps the one Khrushchev was exiled to after he was deposed.
