Please explain to me why the Biden administration is pushing hard on a losing proposal to drop

Title 42? This certainly gives the MAGA Trumpers an election day thrashing of Democrats. There is so much going on that could take the GOP down and here we go again yanking defeat from the jaws of a possible victory. WTF are thy thinking? Enlighten me please.

Title 42 expulsions are removals by the U.S. government of persons who have recently been in a country where a communicable disease was present. The extent of authority for contagion-related expulsions is set out by law in 42 U.S.C. § 265.
