The more I see of these examples the more layers get pulled back and all I’m seeing is a bully w/ lots of dreams of a madman. Bullies are cowards and he needs to know we know

The designers' intent seems to be that the commander use the panoramic sight atop the turret:



The commentator on Reddit argues that the optics of this sight won't suffice to give the commander proper awareness of the surroundings, hence the image of the commander riding outside.

I agree that it is not the intent that the commander do this. It may be common for the commander to ride with an open hatch, however, as seen below:

It's hard to imagine that represents any kind of combat situation. I don't think a commander sitting there precariously would be able to communicate well with the crew.
