5. seriously, I was going to say--this one did not seem too hard to figure out

but it gets back to the point of there being basically nobody competently running the show at all, and no functioning system in place whatsoever to do anything to actually take care of people, just a random bunch of profit-seeking entities competing with each other (and certainly never cooperating with each other) to see who can hoard the most material wealth and garner the most public attention
