They are allowed to attack, kill, destroy. They are entitled to this, it's their right--perhaps even their duty!

But the idea of fighting back angers them--and the idea of attacks "behind the front lines" on them is just plain insane. They're the good guys (by definition) so any attack against them is an attack on all that's right and good and just. It means that evil people have infiltrated the good and pure and righteous to attack those who are unarmed, not actively fighting. (This is different from their lobbing Grad fire 5 miles into a Ukrainian residential neighborhood or hitting a maternity hospital from the air--it's a question of who's right and good and who's wrong and bad. IOKIYAR ... "R" = "Russian".)
