Who stole from travelers and the poor to increase their riches. Ezekiel points this out in plain words in the Torah and the Bible.
Sexual excess and borderline torture were a companion to that greed and privileged pridefullness - the primary sins.

BTW, Leviticus refers to the rules of conduct for the Levites - the Priests. Common folk could have their own rules depending on who was in charge of the tribal family group.
