That same provision also makes it a felony for anyone having custody of such records to remove, mutilate or destroy those records and imposes severe consequences: a violation requires the individual to forfeit his office and be disqualified from holding any office under the United States.

The only barriers to running for president:
Have to be at least 35.
Have to be a US citizen.
Can't be impeached.
Having won the office twice, can't run again.
The only thing that could have stopped trump from running again is not this act, but Congress impeaching him.
They didn't do that so he is free to run again if he wants.
