votes but the court knocked it off in fear he might get the votes if they continued to obstuct.

and I am not a historian but if memory serves me FDR's court wasn't passing his "new deal" programs. He threatened to expand the court but it was frowned upon as being too political by Dems and GOP. By the time he died in office most of the justices he wanted to replace were no longer on the court.

You might as well ask why the Roosevelt Administration sought internment in the first place.

Know what else was considered acceptable at the time? U.S. armed forces were still segregated.
