If the doj hasn't come to the decision on their own at this point, they likely won't care whether or not congress "refers" tfg for an indictment.

It means zip, except in the court of public opinion. It won't move their needle of judgement.

Now I'm sure I have offended the crowd that loves the doj and their 5 dimensional chess game. It's not my intention.

The simple answer to all of this may be that garland simply doesn't want to prosecute the royal family. Maybe garland is looking at his legacy, and doesn't want to be remembered for that. Who knows. But that is the simple answer.

What the doj is doing is nibbling at the edges. They may well indict clarke, and a few other high ranking (yet unqualified) admin and state officials, but the royal family is not his target.
