(33,154 posts)Way back in a faded memory, I dont even know where I heard it, I seem to recall the reason that is in the 1A is because they had originally intended to have two supreme courts. One, more like todays SCOTUS in charter and the second for civil actions.
Ultimately it was decided to have only one Supreme Court. It didnt make sense to call it supreme if there was more than one and they were anticipating jurisdiction problems.
Anyway, a couple hundred years later and were learning maybe that wasnt such a good idea. Especially since the structure and checks on our single court and its justices is so ill defined.

(130,956 posts)includes a right to file suit in a court of law. The U.S. Supreme Court has collapsed or folded in the distinct right to petition with other protections for group speech.
The Seventh Amendment (Amendment VII) to the United States Constitution is part of the Bill of Rights. This amendment codifies the right to a jury trial in certain civil cases and inhibits courts from overturning a jury's findings of fact.

The Seventh Amendment generally addresses suits at common law, but your question is really vague.
Incidentally, its legal.
