By having a definition for a 'non-abortion' abortion, this gives right wingers a way to get an abortion while being able to claim that it was technically not an abortion. Thus they would not be subject to those gawd awful laws yet still be able to get an abortion.
Yet another way that the radical right thumbs their noses at the law.
