Biden would be forced to remove him. The hearings have proven Trump and his inner circle committed many crimes that must be prosecuted. Not doing so would be dereliction of duty at the highest level. The majority of the American people know Trump and his inner circle are guilty and they want them charged.
Let's say Garland does nothing and Trump runs for president. Trump and his inner circle will hit the campaign trail and attack, lie, spread propaganda about all the investigations. If that happens the news media and ten of millions of Americans would call for Garlands removal. They would pressure Biden to remove him. None of this is tenable. Garland is an intelligent man. He knows this.
In my opinion, Garland has only one option, one choice. Prosecute Trump and his inner circle for all the crimes the committee has already shown, proven, to the American people.

I have been harping here for months that indicting Trump is not about having the evidence, the evidence is out there, Fani Willis thinks so.
Garland has to consider that 30% of the population believes that Trump didn't commit a crime, that is 2 or 3 jurors. Garland has to consider what an indictment of Trump without a conviction would do to this country. Imagine Trump after a jury fails to convict him.
I believe that Garland must indict Trump, but I understand if he doesn't. I understood from the beginning that Garland is an institutionalist.
I put my faith and hope in Fani Willis.

Edit to add: We don't know about the death and kidnapping threats to himself and family.
Which we can guess is happening.
